When the valve is activated, the plunger seals the aperture and prevents flow. Media flows into the inlet port and out the stop port when the device is naturally de-energized. When the solenoid is turned on, the magnetic field raises the plunger to open the seal and allow liquid flow. The plunger is down in a usually closed solenoid valve when it is not energized, which seals the valve and stops liquid or gas from passing. A two-way closed solenoid valve has two pipe links: a cavity port for the inlet and a body orifice port for the outlet. In a hydraulic circuit, a two-way valve controls the direction of fluid flow.

If This is correct, can I just put a vacuum cap on the vacuum fitting on the secondary air pump valve and eliminate the electric valve and vacuum line altogether? Of course I will cap off the open fitting on the intake manifold. I sealed off the vacuum line that went from the vacuum canister to the electric solenoid valve but the vacuum line(pipe) from the electric valve to the secondary air pump valve, near the exhaust manifold, remains intact. I just eliminated the vacuum reservoir canister that was near the starter. I recently had put in an OBX exhaust and was not able to follow the vacuum line back as it had been eliminated.

I no longer have the flapper on the exhaust and never did have one as the PO put in an M3 exhaust. The electric solenoid valve, #16 in one picture for exhaust flap and # 7 in the other for the vacuum control, are they one in the same or are there 2 electric valves? They are the same part# on RealOem.
